Report-A-Spill

Liquid and solid waste materials left on the ground pose a potential hazard to human health and safety and water resources. Materials that are left on streets, sidewalks, and driveways can be washed into storm drains the next time it rains. Storm drains are directly connected to local streams and rivers; water entering storm drains does not receive treatment. Substances can also soak into the ground with the rain where they can potentially become part of the groundwater that we use for drinking water. 

As required by Polk County Code of Ordinances (PCCO) 43.057, other than the few exceptions specified, no person shall throw, drain, or otherwise discharge into the storm sewer system any pollutants or waters containing any pollutants, other than stormwater. 
 

What is water pollution or a spill? What should I report?

You should file a report if you see any of the following types of activities that allow waste water to discharge into Polk County roadways, storm drains, ditches, or bodies of water:

  • Oil spills
  • Hazardous or chemical spills
  • Paint spills and dirty paint wash water
  • Muddy water exiting a construction site
  • Carpet cleaning water discharge
  • Leaking dumpsters and used cooking oil bins
  • Car washing soap
  • Car leaks (oil, antifreeze, etc.)
  • Pressure washing

Illicit discharge complaints can be submitted to Polk County's Public Works Department. For reporting during business hours, please call (503) 623-9287 or submit form online. For non-emergencies after business hours, please call (503) 510-1509. 

In emergencies – call 9-1-1

Complaints within the City of Salem Urban Growth Boundary (West Salem) can be reported to (503) 588-6311.

For sediment related issues within the rural farmlands containing mercury, information on proper reporting channels is through the Oregon Department of Agriculture.
