Polk County processes Manufactured Structure Permits for the following jurisdictions:

  • Polk County (outside city limit boundaries)
     
  • City of Falls City

Manufactured Structure permit issuance takes 2-3 weeks. To ensure that your permit is processed without delays, review the items below to ensure all required information is submitted.

Manufactured Structure Permit Application

A Manufactured Structure Permit application should include the following information:

  • Complete Manufactured Structure Permit application. Note: all sections need to be completed. If you have questions on how to fill out a portion of the form, please contact us by phone at (503) 623-9237 or e-mail us.
  • Don’t forget to initial Permit Terms and Conditions and sign the Manufactured Structure Permit application.
  • Submit two (2) copies of the floor plan.
  • Submit two (2) detailed plot plans on 8 ½ x 11. You may want to view a sample plot plan.
  • Deposit of $200.00 when application is submitted.

The Manufactured Structure Permit includes:

  • Electrical feeder
  • Plumbing connections
  • Cross-over connections
  • Utility connections within 30 lineal feet
  • Concrete slab
  • Runners or foundations that comply with prescriptive requirements of the code

Typical placement of a Manufactured Structure may require additional permit applications such as a Building Permit, Electrical Permit, Plumbing Permit and Septic Permit(s). Septic Permits may include a Septic Authorization, Septic Alteration/Repair Permit or Septic Site Review and Septic Construction Permit.

Separate permits may be required for the following construction activities:

  • New or additional electrical services
  • Utility connections beyond 30 lineal feet
  • New or additional plumbing
  • Decks
  • Accessory structures such as garages (attached or detached)
  • Foundations that do not meet the prescriptive code requirements

Electrical Permit Information

If someone other than the owner or Manufactured Dwelling Installer will be connecting the electrical feeder, then a separate Electrical Permit application will need to be signed by the person or firm performing the work and submitted with the Manufactured Structure Permit application, prior to issuance of the Manufactured Structure Permit.

If a new service is being changed, installed or relocated, the person or firm performing the electrical work will need to fill out and sign (owner or supervising electrician) a separate Electrical Permit application and submit as an over-the-counter permit. The Electrical Permit for the service is not required prior to the issuance of the Manufactured Structure Permit.

Plumbing Permit Information

A Manufactured Structure Permit includes 30 feet of water/sewer line. If more than 30 feet of water/sewer line (sewer line would be from septic tank to dwelling) is being installed, then a Plumbing Permit Application would need to be submitted prior to the Manufactured Structure Permit being issued. The person or firm performing the work needs to sign a Plumbing Permit Application and submit it along with the Manufactured Structure Permit. If more than one person or firm is performing plumbing work, submit a signed Plumbing Permit Application for each person or firm. The Plumbing Permit will then be issued at the same time as the Manufactured Structure Permit.

After Your Application is Submitted

The Permit Specialist will review your project in the form of a Site Plan Review to make sure it complies with the Polk County Zoning Ordinance for things such as: use of the structure, required setbacks, projects within the floodplain, projects within or near significant resources and wetlands, height and story requirements, and other development standards. The Permit Specialist will also verify that all other required documents and permits have been submitted prior to approving Site Plan Review such as: Water Availability Statements, Septic Permits, Road Access Permits, Easements, School Excise Tax Information and Urban Growth Boundary city reviews. You will be contacted by the Permit Specialist if additional information is required in order to complete the Site Plan Review.

Once the Site Plan Review is approved by the Permit Specialist, we will verify if additional information is needed such as a signed Plumbing Permit application and address assignment.

Manufactured Structure Permit Terms and Conditions

The permit holder shall be deemed the person or firm that is authorized to make all decisions regarding the permit, including permit information, notices, cancelation, transfer, extensions or refunds.

Application Expiration

An application will expire 180 days after being submitted if it is not issued (picked up and paid for). To avoid expiration, an extension needs to be submitted in writing showing justifiable cause to extend the application prior to 180 days of inactivity. Applications not requiring plan review may be granted for an additional 90 days and an application requiring plan review can only be extended once for an additional 180 days.

Permit Expiration

Once a permit is issued, it expires if work is not commenced within 180 days of issuance or if construction or work is suspended or abandoned for a period of 180 days at any time after work is commenced. To avoid permit expiration, a progress report (showing progress toward the permit) needs to be submitted in writing or an extension request needs to be submitted in writing, showing justifiable cause to extend the permit prior to 180 days of inactivity, otherwise the permit will expire. Extensions may be granted for 180 days. A one time extension may be granted for an additional 180 days for permits issued under the 2002 Oregon Manufactured Dwelling and Park Specialty Code.

Transferability

As long as no changes have been made to the original plans, specifications and valuation of a permit, the current permit holder may request to transfer the permit to another permit holder upon submittal of the Permit Transfer Request Form and transfer fee. If there are changes to the plans, specifications or valuation for the work being done on a permit, the applicant will need to apply for a new permit.

Refunds

Refunds may be requested upon written request for permit deposit/fees paid within 180 days of fee payment, less any plan review fees, landuse site review fees, administrative fees and state surcharge fees, for a permit under which no work has commenced. Refunds amounting to less than $10 will not be processed.

Renewals

A manufactured structure permit may be renewed within 180 days of expiration of the permit upon submittal of the Permit Renewal Request Form, provided no changes have been made in the original plans and specifications for the work. The renewal fee would be ½ the amount required for a new manufactured structure permit. Permits that have been canceled and/or refunded are not eligible for renewal.
